Waiting-list (WL) tickets will henceforth be limited to 25% of all available seats or beds in each class on a train, according to a significant policy change announced by Indian Railways with the goal of enhancing ticketing clarity and passenger convenience.
What has altered
All classes, including AC 1st, AC 2nd, AC 3rd, Sleeper, Chair Car, and others, are subject to the 25% cap.
This limit is imposed following the allocation of quotas (for women, older citizens, and people with disabilities).
The regulation went into effect in the middle of June 2025.
Why was this introduced?
Earlier, extensive waiting lists led to great uncertainty for passengers about ticket confirmation. Only 20–25% of tickets on the waiting list were confirmed on average.
As people with waiting tickets boarded trains, reserved coaches were frequently overcrowded.
In addition to enhancing operations, the new cap seeks to make booking more transparent, predictable, and convenient for travelers.

Only about 100 waiting-list tickets will be allocated in a class with 400 public seats following quotas.
Bookings will display "Regret WL" once the limit is reached, indicating that no more waiting-list tickets can be purchased.
