The new system is a move toward a more straightforward approach to India's seven-year-old GST Regime, which was first intended to be a single, national tax but has now evolved into a maze of several rates and cesses that are administered independently by the state and the federal government.

A proposal to restructure India's Goods and Services Tax (GST) system by instituting a two-rate structure and substituting a new levy for the current cess on sin goods has been approved by a group of state finance ministers.


Two GST Rates: Instead of multiple slabs, the system will move towards two primary rates — a lower rate for essentials and a standard rate for most other goods and services.

Sin Goods Duty: Products considered harmful or non-essential, such as tobacco, alcohol, aerated drinks, and luxury items, will attract a special duty. This will take the place of the current GST compensation cess.


Why This Change?


The GST compensating cess, which has been applied to things like tobacco, aerated beverages, and luxury autos, is scheduled to end in March 2026.


States are worried about losing money after the cess is lifted. The goal of the new duty mechanism is to give them a steady source of income.


It is anticipated that reducing the number of GST slabs will facilitate business compliance and lower litigation.



GST Council to Decide on Reforms


The GST Council, which is led by Union Finance Minister Nirmala Sitharaman, will now consider the recommendations.


The council will ultimately decide whether to implement the additional duty and switch to the two-rate system.


Impact of the Proposed GST Reform


This would be the largest structural modification to the GST since it was implemented in 2017, if it were approved.


Tax rates may be simpler for consumers, but "sin goods" should cost more.


Without relying on compensation from the Center, states would receive guaranteed money.
